Day 26 of the Kirkby Inquiryfocused on the many regeneration measures that Knowsley Council had undergone in the past, as well as how St Helens' town centre may be jeopardised by the development. The Combined Authorities Objectors (CAO) called their third witnesses, Ian Gill, the local development framework project manager for West Lancashire district council and their acting executive manager for planning and development services. Ferguson said the Chalon Way development was critical to the plans for a  fragile  St Helens town centre but would be jeopardised by the Kirkby development.The day began with Gill saying he recognised many of the problems faced by Kirkby and said Skelmersdale also faced many of these - although he did think there were more vacant properties in Skelmersdale town centre than in Kirkby. He thought Skelmersdale had the highest level of shop vacancies in the North West and that this had been comed by the closure of the Dunnes store.Gill went on to reveal his  great concern  about the scale of Destination Kirkby and what this could do to the plans for Skelmersdale's town centre.He described the problems of the town centre and said it had fallen 60 places in the national retail rankings between 2004 and 2008 and rents and yields had remained static, despite other centres improving.

There was a new leisure centre, a new housing development in Tower Hill, a new health centre and 33million to create more jobs in Northwood. He said there had also been 28 million of European money to improve roads and transport etc to encourage more jobs.
